2008 Summary of Citizen Comments from Resident Survey
The 2008 Anderson resident survey represents the responses of 150 residents who filled out a survey either on line or in person that asked for opinions on neighborhoods, social service availability, perceptions of the schools, police services, safety perception, and demographic information. There were also two questions that allowed for a write in answer. Alcohol and drug dealing is a major problem for people all over the community with over 50% of respondents indicating they are "highly concerned" about it. Unsupervised youth continue to be a cause for concern as well. Some interesting dynamics appeared within the survey in regard to housing. For example, about 87% of the respondents state that they have access to affordable housing. Approximately 50 % of the respondents stated that they rent, 42% have lived in their neighborhood for 5 years or more and 49.7% make less than $25,000 per year even though 56.4 % state that their rate of pay has increased within the past year. This information might indicate that affordable housing is available, however the economic situation that exists in Anderson prohibits people from obtaining or maintaining such housing, which is what we thought was occurring. Also, a large number of respondents (46%) indicated that they do not have access to child care services leading to a situation that may create a barrier to working.
A synopsis of the write in comments received is as follows:
v Many residents voiced concern about adding more police officers to their neighborhoods.
v Drug use and dealing is a major problem
v There was much concern about the appearance of the city.
v Multiple positive and negative opinions on Mayor Smith's performance were expressed.
v The City's public schools and the escalating numbers of school dropouts and low test scores are of grave concern to many citizens.
v Substantial numbers of citizens view unsupervised youth as a nusciance.
v Abandoned buildings are thought to be breeding grounds for trouble as well as a continual eyesore to the city.
v Residents would like to see a higher morale regarding the City of Anderson
v The overwhelming majority of persons responding state that jobs and better paying jobs are the primary need in Anderson.
v The elderly want more access to public transportation
v Reckless driving is a concern
v Property taxes
v More business development
These comments were used to the greatest extent possible in the development of the 2008 Annual Action Plan. These comments were also given to the City Administration for their consideration in development of a plan of action to address citizen needs.

Maximizing exterior and curb appeal
Tips to enhance your home's exterior and curb appeal:
- Keep the lawn edged, cut and watered regularly.
- Trim hedges, weed lawns and flower beds, and prune trees regularly.
- Check the foundation, steps, walkways, walls and patios for cracks and crumbling.
- Inspect doors and windows for peeling paint.
- Clean and align gutters.
- Inspect and clean the chimney.
- Repair and replace loose or damaged roof shingles.
- Repair and repaint loose siding and caulking.
- In Northern winters, keep walks neatly cleared of snow and ice.
- During spring and summer months consider adding a few showy annuals, perhaps in pots, near your front entrance.
- Re-seal an asphalt driveway.
- Keep your garage door closed.
- Store RVs or old and beaten up cars elsewhere while the house is on the market.
- Apply a fresh coat of paint to the front door.
Maximizing interior appeal
Enhance your home's interior by:
- Giving every room in the house a thorough cleaning, as well as removing all clutter. This alone will make your house appear bigger and brighter. Some homeowners with crowded rooms have actually rented storage garages and moved half their furniture out, creating a sleeker, more spacious look.
- Removing the less frequently used, even daily used items from kitchen counters, closets, and attics, making these areas much more inviting. Since you're anticipating a move anyhow, holding a garage sale at this point is a great idea.
- If necessary, repainting dingy, soiled or strongly colored walls with a neutral shade of paint, such as off-white or beige. The same neutral scheme can be applied to carpets and linoleum.

- Sprucing up a kitchen in need of more major remodeling by investing in new cabinet knobs, new curtains, or a coat of neutral paint.

What the Government Takeover of Fannie Mae and Freddie Mac Means to Housing Industry
In short-term, home sales should improve as mortgage rates fall
Washington, D.C. (September 8, 2008)"The federal government's takeover of secondary mortgage giants Fannie Mae and Freddie Mac should cause a drop in mortgage rates in the short term that benefits home buyers, but the long-term outlook is too early to call. NAR fully supports the action of the U.S. Treasury and the Federal Housing Finance Agency.
The federal government had no choice. The capital situation of the two companies was not enough to handle the fallout from rising mortgage defaults in the near future. In addition, investors who purchase Fannie Mae and Freddie Mac debt have lost confidence in the two.
In a statement, NAR commended the Treasury's action, announced yesterday, to bring stability and continued liquidity to the mortgage market. "The plan will help restore confidence in the secondary mortgage market," said NAR President Richard F. Gaylord. "We appreciate the steps taken to calm the market, make mortgages more widely available and protect taxpayers. We look forward to working with the administration and Congress to ensure the continued vibrancy of the secondary mortgage market."
Summary of what the Treasury actually did and what it means
In the takeover, Treasury placed the GSEs into a conservatorship, similar to a Chapter 11 bankruptcy, which fully protects taxpayers from conflicts of interest between taxpayers and shareholders or current management.
The federal government is authorized to take up to an 80 percent stake in the companies, will review their financial condition quarterly, and inject money into the operations as needed. That means the market for GSE securities will be treated more like Treasury obligations, which should push mortgage interest rates down. That in turn, is expected to speed up home sales and help stabilize home prices.
The GSEs will be allowed to increase their mortgage funding over the next year and a half to help stabilize markets. Starting in 2010, the plan calls for them to reduce their portfolios.
The heads of Fannie Mae and Freddie Mac have been relieved of their duties. Treasury selected Herbert Allison, former Merrill Lynch vice chairman, to lead Fannie Mae, and David Moffett, former U.S. Bancorp CFO, to guide Freddie Mac.
